Adult Safeguarding Workshop – Risk Management Procedure and Guidance

Southampton LSAB has developed a new Partnership Multi-Agency Risk Management Framework. This aims to support Adults at Risk to manage their situations better and to bring the Adult, their personal support network and the professionals involved with the Adult together, to assess the risks involved and to agree, with the Adult, a Risk Management Action Plan.


Any and all organisations working with Vulnerable Adults can instigate a Risk Management process, it is not necessary to make a formal referral to a Statutory Agency. The procedure creates a framework for bring those involved together. This is endorsed by the Southampton Safeguarding Adults Board, so has formal partnership status. In some situations the procedures can be used to gain attendance from Statutory bodies at a meeting led by a Voluntary Organisation. The process is endorsed by the Southampton Safeguarding Adults Board.

Risk Management covers a wide range of circumstances, both where the Adult’s actions may put themselves at Risk or where others cause risk to the Adult, who may be unable to protect him/herself. Risk Management is meant to stand alongside formal Safeguarding processes, but it should be used when the Care Act Safeguarding criteria is not applicable or met.

The Workshop will look at the processes involved; at how to organise, manage and lead a meeting; how to assess and quantify risks and construct and agree risk management plans.
