Southampton Voluntary Services (SVS) CRIMINAL RECORDS BUREAU SERVICE
Southampton Voluntary Services is registered with the Criminal Records Bureau (CRB) as an umbrella body which means we are authorised to countersign applications for Criminal Record Checks for other voluntary groups and organisations. It is a membership only service that benefits the voluntary groups and organisations that also have Southampton Voluntary Services (SVS) membership status.
Besides the efficient and accurate processing of CRB disclosure applications, we provide advice and training to members that supports other safeguarding measures that protects those at risk of harm, helping our membership to maintain the highest standard of vigilance and safe practice when working and engaging with children, young people and vulnerable adults.
An Umbrella Body has to conform to the CRB’s Code of Practice to ensure that everyone subscribing to it’s CRB Service complies with it too, which means that Southampton Voluntary services (SVS) can only offer this service to voluntary groups and organisations that puts, or has in place, the policies and processes that are set out in the registration document and agreement. Southampton Voluntary Services (SVS) will work with voluntary groups and organisations that do not have, or wish to revisit their existing policies and procedures, to develop or review them.

Once your voluntary group or organisation has been accepted to use the Southampton Voluntary Services (SVS) CRB Service the process for obtaining a disclosure is that you are given a supply of disclosure application forms and supporting documentation for the applicant and Evidence Checker to complete. The applicant will present the completed form to the recruiting voluntary group or organisation together with original proof(s) of identity. The proof of identity needs to be checked following the guidance of the CRB. SVS will also give you guidelines on the identity documents to check and a checklist. The application form is sent to Southampton Voluntary Services (SVS) CRB Service for scrutiny, counter-signed and sent to the CRB for processing. If Southampton Voluntary services (SVS) CRB Service are not satisfied with something shown on the application form, or there are errors or omissions in the completion of the form, it will be returned to you with information as to what needs to be addressed before the application is re-submitted. A penalty fee of £10 is charged. The completed application form, signed by the applicant and counter-signed by Southampton Voluntary Services (SVS) CRB Service is then sent to the CRB for processing. The CRB will validate the identity of the applicant and access government and police records to produce the Disclosure Certificate. The CRB will send a Disclosure Certificate to the applicant directly and a copy to the Counter Signatory at Southampton Voluntary Services (SVS) CRB Service. Southampton Voluntary Services (SVS) CRB Service will then forward the Disclosure Certificate by post to the named Appointed Person. If the Disclosure Certificate contains some positive information (e.g. details of criminal offences) the recruiting voluntary group or organisation may, if they wish, discuss matters with Southampton Voluntary Services (SVS) CRB Service or the CRB on 0870 90 90 844 The recruiting voluntary group or organisation will not discuss any additional information supplied with the applicant but should in line with their Employment of Former-Offenders Policy discuss any positive information contained in the Disclosure Certificate before either confirming or withdrawing the job offer or voluntary position. The Applicant can appeal against any information in the Disclosure Certificate directly with the CRB and the CRB should notify them of this right when sending their Disclosure Certificate: Click this link to appeal- www.direct.gov.uk Information for Self-employed Persons/Contractors Unfortunately Southampton Voluntary Services (SVS) CRB Service cannot carry out CRB checks for individuals or for a self-employed person. However they can obtain a “Subject Access” report for the Police at the cost of £10 and this can be done in 40 days.
